The "Administrative Measures for Installation (Repair, Test) Power Facilities Permits" will come into effect on October 11, 2020. The "Administrative Measures for Installation (Repair, Test) Power Facilities License" (State Electricity Regulatory Commission Order No. 28) promulgated by the former State Electricity Regulatory Commission on December 18, 2009 shall be repealed simultaneously. Huatian Power briefly introduces the new version of the guide for the selection of construction machinery and equipment required for the first-level power facility permit for installation (repair, test) testing.
Obtain the first-level installation (repair, test) license, and can engage in the installation, maintenance or test activities of all voltage levels of power facilities.

Those who have obtained the first-level test-based installation (repair, test) power facility permits can engage in testing activities for power facilities of all voltage levels. Applicants should meet the following conditions:
1. Net assets
Have net assets that are suitable for carrying out installation (repair, test) power facilities activities, and their proportion of total assets shall not be less than 15%.
2. Person in charge of technology and person in charge of safety
Those who apply for Level 1 to Level 3 licenses shall have at least 5 years of work experience in installation, maintenance or test management of electric power facilities that are compatible with the type of license applied for, and have a professional title of power-related major or above; among them, those who apply for a Level 1 license , Should have professional titles related to electric power.
3. Professional technical and skilled personnel
For those who apply for a Level 1 to Level 3 license, there shall be no less than 50, 30, and 15 electric power-related professional and technical personnel, among which there are no less than 30, 15 and 5 persons with intermediate or higher technical qualifications; There are no less than 60, 30, and 20 relevant professional skilled personnel, among which there are no less than 30, 15 and 10 high-voltage electricians.
4. In addition to the above requirements, applicants who apply for a Level 1 to Level 3 license shall also have the following performances that are compatible with the type and level of the license applied for:
1. Those who apply for Class 1 to Class 3 installation permits shall be engaged in the installation of power transformation (distribution) and line facilities with voltage levels of 330 (220) kV, 110 (66) kV, 35kV and above 10kV and above in the past 3 years. The performance of the activities and the quality are qualified; during this period, the annual project settlement income from the installation of power facilities shall be no less than 200 million yuan, 100 million yuan and 30 million yuan respectively.
2. Applicants who apply for Grade I to Grade III repair or test licenses shall be engaged in 330 (220) kV, 110 (66) kV, 35kV and 10kV and above voltage level transformation (distribution) electricity in the past two years. And the performance of maintenance or test activities of line facilities.
